LI Tongbao was born in Wanxian, Henan Province in October 1942. He graduated from Physics Department, Tongji University in 1963. He was elected Member of Chinese Academy of Engineering in Division II of Information and Electronic Engineering in 1994. As a well-known expert in metrology and measurement, Professor Li a vice president of Society of Metrology and Measurement of China, member of Chinese Society of Illumination, member of Society of Optical Electronics and System. He was director of National Institute of Measurement and Testing Technology. He has been doing research on optical radiation, measurement technology and its standard for decades. He developed a number of photometry and radiometry instruments which met the urgent needs in national defense and scientific research in our country in the sixties and seventies. The two important research projects that he did in the eighties both won national prizes. The project of High Illumination Standard was awarded National Science Prize in 1978. The project of Realization of Photometric Basic Units of Luminous Intensity and Luminous Flux won the first prize of National Advancement of Science and Technology and the project of Realization of Absolute Spectral Radiation Standard at 400-900nm Region with Predictable Quantum Efficiency Reactor won the first prize of National Advancement of Science and Technology in 1989.
