摘  要

慢行交通是城市综合交通系统的重要组成部分,它既是一种独立的交通出行方式,也是机动化出行不可或缺的衔接环节。在"车本位"思想的指导下,慢行交通长期以来得不到应有的重视,尤其在地少人多的城市中心区,有限的道路资源往往优先分配给机动车,慢行交通空间不断受到压缩和侵犯,慢行出行环境不尽理想。国外许多城市的成功经验表明,发展慢行交通有助于改善城市交通、促进社会活动交流、增进城市魅力,同时也是人文关怀普世价值的体现。本次研究以"慢行优先"理念为指导,借鉴国内外相关研究成果和实践经验,以南宁市作为研究案例,探讨如何在城市中心区建立以慢行方式为主导的交通模式,并提出慢行化的交通发展战略,为今后城市中心区的慢行化发展指明方向。围绕慢行优先理念及其实现方式,本文作了以下研究:


(1)在收集阅读已有国内外文献的基础上,归纳了国外慢行交通规划思想及其实践的发展历程,介绍了近几年来国内在慢行交通方面的研究成果,指出了值得借鉴的成功经验和现有研究中存在的问题。另外,对"城市中心区"、"交通模式"、"慢行交通"的概念进行了界定。


(2)阐述了发展慢行交通的必要性和慢行优先理念的内涵,并列举了国内外城市实践慢行优先的成功案例。接着提出了慢行优先区的概念,并指出了建立完善的慢行优先区所需具备的条件。


(3)以南宁市为例,重点探讨了在城市中心区建立慢行优先区的三个控制性要素:慢行优先区的空间尺度、到发慢行区交通方式和慢行区内交通方式。首先,利用空间句法理论,从宏观、中观和微观三种尺度对南宁市中心区空间形态构成特征及其与社会运动对应关系进行了分析,并借鉴国外慢行区的发展经验,确定了南宁市中心区慢行优先区的空间尺度范围。接着,建立了交通方式选择Nested Logit模型,分析了影响到发慢行区方式选择的因素及其影响程度,并根据其影响机理提出了优化到发慢行区交通方式的建议。最后,指出了步行、自行车、短途摆渡车和自动步道是适合短距离出行的交通方式,并从服务属性、适用对象、配套设施、交通组织等方面探讨了各种交通方式在慢行优先区的适用性。


(4)在上述研究结论的基础上,对南宁市中心区的慢行化战略提出了3套备选方案。3套方案的慢行化程度各异,其中方案1主要保障慢行交通的基本安全,方案2在满足安全性条件下注重出行舒适性的提高,方案3更进一步地提出完善整个慢行交通综合体系。


(5)对提出的城市中心区慢行化战略方案建立了评价指标体系,利用模糊物元分析法对3套备选方案进行综合评价,优选出最佳方案,并对今后南宁市中心区的慢行化提出了建议。

ABSTRACT

Non-motorized traffic plays a major part in the urban comprehensive transportation system. It is not only an independent trip mode, but also an indispensable section in motorized trip. On the guidance of car-centred idea, non-motorized traffic is not paid enough attention all the times, especially in downtown area. Limited road resources are always allotted to motorized traffic, while space for the non-motorized traffic is depressed and violated, and the environment for the non-motorized traffic is unsatisfactory. Successful experience in many cities overseas demonstrates that developing non-motorized traffic helps to improve urban traffic, boost social communication, enhance city charm and embody human care. On the guidance of non-motorized traffic centred idea, this paper uses the experience of other countries for reference, and probes into the issue of how to build up a non-motorization dominated traffic mode in the downtown area, taking the case of Nanning City. This paper puts forward non-motorized transportation development strategies, and defines development direction for the downtown area. Focused on the non-motorized traffic centred idea and the way to realize it, this paper has done some work as follows.


(1) Based on the literature at home and abroad, this paper summarizes the non-motorized transportation planning and practical development experience abroad, introduces the internal research findings on non-motorized transportation these years, and indicates the successful experience and shortcomings about current research. Besides, it defines downtown area, trip mode and non-motorized traffic.


(2) This paper sets forth the necessity of developing non-motorized traffic and the connotation of non-motorized traffic centred idea, and lists successful examples at home and abroad fulfilling the idea. Subsequently it brings forward the idea of non-motorized traffic priority zone, and the conditions of building up a sophisticated non-motorized traffic priority zone.


(3) Taking the case of Nanning City, three critical essentials about building up non-motorized traffic priority zone in downtown area are discussed specially, which include spatial scale of the non-motorized traffic priority zone, trip mode of arrival and departure to the zone and trip mode inside the zone. Firstly, based on the space syntax theory, the Nanning downtown area spacial confirmation and the corresponding relationship to the social movement is analyzed separately from macro view, middle view and micro view. Using the development experience of foreign non-motorized traffic priority zone for reference, the spatial scale of the non-motorized traffic priority zone in Nanning downtown area is determined. Subsequently, by using Nested Logit model, variations and impact to the choice of trip mode of arrival and departure to the zone are discussed, and relevant suggestions to improve traffic mode to the zone are proposed. Lastly, it is pointed out that walking, cycling, ferry push and moving walkway are suitable for short-distance travel. The applicability of these modes in non-motorized traffic priority zone is discussed in terms of service attribute, object audience, supporting facilities and traffic organization.


(4) Based on the above research conclusions, three strategies on the non-motorization of Nanning downtown area are brought forward. Three strategies are quite different. Strategy no.1 ensures basic safety of non-motorized traffic, strategy no.2 lays emphasis on travelling comfort, and strategy no.3 advances the improvement of the whole non-motorized traffic comprehensive system.


(5) According to the strategies on the non-motorization of downtown area, system of evaluation is built up. By using fuzzy matter-element analysis, overall evaluation of three strategies is carried out, and the best strategy is picked out. Besides, suggestions for the non-motorization of Nanning downtown area are given.
