“Speaking of the scale influence of a city, Shanghai has already become a critical node in the global network,” said Professor Zhang Shangwu at Tongji University. In global city ranking, Shanghai has made Top 10 at No.6 in 2012 from No.30 in 2000. Nevertheless, Shanghai still lags far behind leading cities in terms of structural competitiveness. Therefore, this new round of development places Shanghai within the strategy of the Yangtze River Delta, giving it full play to its “double-fanned” role of connecting the international community and benefiting the domestic societies. Shanghai aims to attract more global or regional headquarters of multinational corporations, us as level up its status as international finance center, tourism and exhibition destination, as well as the hub for information, communication and transportation. “To achieve this, we ought to put great emphasis on human capital, making Shanghai the talent pool for development, on updating urban system backed by new technologies, on climate change and city ecology, as well as on the global connectivity and commute backing of transportation system.”
