June 10 witnessed the release of the first blue book of the Development Report on Shanghai’s Safe Urban Operations (2016-2018) which was jointly compiled by the Institute for Urban Risk Management of Tongji University, Shanghai Research Institute of Building Sciences, Shanghai Institute of Work Safety Science and Tongji University Press. This was the first “physical check” report on Shanghai’s safe urban operations.

The report made safety assessment in six areas including urban construction, facility operation and firefighting based upon analyses of urban operations in Shanghai in the last three years. The results of the “physical check” indicated that Shanghai underwent safe operation from 2016 to 2018. The city was in a safe state in such areas as hazardous chemicals, firefighting, and facility operation, and in a fairly safe state in special equipment, urban construction, and natural disasters.
What role is a development report on safe urban operations expected to play? According to an expert from the Institute for Urban Risk Management, there is a lack of comprehensive assessment on the safety in urban operations, although research on its specific areas has been fruitful in recent years. The current report is an attempt to make a general assessment on the safety of the urban operating system by taking into consideration safety performances of leading sectors in the city.
