The Promotion Meeting on the Integration of the Resources of Enterprises with Vocational Schools and Universities (Industry-education Integration) in Shanghai was held on the morning of January 16 at Tongji University. Its aim was to earnestly study and implement General Secretary Xi Jinping’s speech on education and the spirit of the National Education Conference, to conscientiously implement the decisions and plans of the CPC Central Committee and the CPC Shanghai Municipal Committee on the “14th Five-Year Plan” and its long-range goals to 2035, and to support the development of Shanghai as a city integrating industry and education.

A total of 93 people were present at the offline meeting: WANG Ping, Director of the Shanghai Municipal Education Commission; WANG Jun, Director of the Social Development Department of the Shanghai Municipal Development and Reform Commission; and relevant leaders from the Lin-gang Special Area of China (Shanghai) Pilot Free Trade Zone, the Shanghai Academy of Educational Sciences, the Industry-education Integration Alliance for Intelligent New Engineering, 59 colleges and universities, and eight enterprises including the Commercial Aircraft Corporation of China, Ltd. (COMAC). More people from local colleges and universities attended the online session chaired by MAO Lijuan, Deputy Director of the Shanghai Municipal Education Commission. Before the meeting, Tongji University Party Secretary FANG Shouen met with YU Lijuan and her colleagues.

YU Lijuan pointed out that to speed up industry-education integration for Shanghai’s colleges and universities, we are expected first to improve the political stance and fully understand the significances of intensifying the industry-education integration, accelerating the development of vocational education, and promoting the collaborative innovation of industries, universities, and research institutes; second to reinforce industry-education integration and tailor the vocational education with the urban’s socio-economic development; and third to strengthen the collaboration among industries, universities, and research institutes and improve the levels of invention and social services among colleges and universities.

At the meeting, people from the Shanghai Municipal Education Commission and Shanghai Municipal Development and Reform Commission exchanged views on industry-education integration in Shanghai from the perspective of education and industry respectively. WANG Ping introduced the remarkable progress made by the Shanghai Municipal Education Commission during the 13th Five-Year Plan period in accelerating the construction of a modern vocational education system and enhancing the capacity of industry-university-research collaboration and innovation, and also proposed new ideas for the next step of “mutual integration and communication” in industry-education integration. WANG Jun briefed the pilot plan and specific implementation measures for building a city integrating industry and education in Shanghai.

Four colleges and universities, including Tongji University, Shanghai University of Science and Technology, Shanghai Dianji University, and Shanghai Publishing and Printing College, as well as four organisations, notably the Industry-education Integration Alliance for Intelligent New Engineering, the Lin-gang Special Area of China (Shanghai) Pilot Free Trade Zone, the COMAC, and the Shanghai Academy of Educational Sciences, shared their excellent experiences and innovative ideas in carrying out industry-education integration from different perspectives.
Vice President LEI Xinghui made an exchange speech on behalf of Tongji University. In his report, entitled: Deep Industry-education Integration Drives Diversified Practical Teaching – The Construction of Tongji University’s Practical Education System, he reviewed the development process of the industry-education integration at Tongji University, introduced the construction philosophy and featured many case examples of the new mode of industry-education integration at Tongji University in the new era. These included cases demonstrating practical coordination mechanisms and reliable operational organizations between enterprises and colleges, and philosophies (bringing into play the creativity of teachers involved in cooperation between enterprises and colleges; developing training programs and discussing teaching methods between enterprises and colleges; and establishing a joint teaching quality guarantee system between enterprises and colleges). He also put forward some thoughts on driving education and teaching by promoting profound industry-education integration in the future.

At the time of the full accomplishment of the 13th Five-Year Plan and the smooth launch of the 14th Five-Year Plan, the meeting was an essential promotional event for the Shanghai Municipal Education Commission and the Shanghai Municipal Development and Reform Commission to continue to strengthen industry-education integration in close cooperation with colleges, universities and enterprises in Shanghai. Shanghai will seize this major opportunity to build a pilot city integrating industry and education and strengthen the school-running system’s reform, the inventiveness of industry-university-research, and the training of new talent so as to improve the capacity of high-quality technical skills for the effective socio-economic development of the nation and Shanghai.
