On October 16, 2020, the National Intellectual Property Statistics Work Training for Department-level Cadre was held at the Shanghai International College of Intellectual Property of Tongji University. Mr. Wang Xiaohu, the second-level inspector of the Strategic Planning Department of the National Intellectual Property Administration (CNIPA), Prof. Lei Xinghui, the Vice President of Tongji University, Prof. Song Xiaoting, the Chairman of College Council, SICIP, and Prof. Shan Xiaoguang, the Dean of SICIP attended. This training was supported by the Strategic Planning Department of the National Intellectual Property Administration (CNIPA), and co-organized by Shanghai International College of Intellectual Property of Tongji University, Tongji University Intellectual Property Big Data Laboratory, and National Intellectual Property Training (Shanghai) Base. 43 representatives from the National Intellectual Property Administration (CNIPA) and the intellectual property offices of 30 provinces attended the training. The training was moderated by Mr. Wang Xiaohu, the second-level inspector of the Strategic Planning Department of the National Intellectual Property Administration CNIPA.

Prof. Lei Xinghui, the vice president of Tongji University, expressed welcome and gratitude for the arrival of representatives of the National Intellectual Property Administration (CNIPA), the provincial and municipal intellectual property offices, and the support of Tongji University. He introduced the basic situation of our university, especially the development of the Shanghai International College of Intellectual Property of Tongji University, and fully affirmed the important achievements of the college in talent training, scientific research, professional consultation, international exchanges, and social services in recent years. He wished the representatives who are engaged in statistical work in the front line of intellectual property administration to successfully complete this training, apply scientific experience and methods to practical problems, and make greater contributions to the development of the national intellectual property industry and the building of intellectual property power.
This training is divided into two parts: intellectual property statistics work in departments and intellectual property statistical research methods. In the first module, the Strategic Planning Department of the National Intellectual Property Administration (CNIPA) introduced Intellectual property statistics work oriented to high-quality development, statistical indicators guiding high-quality development policies, and summarized the 2020 national patent investigation project. Make arrangements for key tasks and research plans. In the second module, three professionals from the Intellectual Property Big Data Lab of Tongji University delivered speeches. Prof. Mao Hao, the head of the Intellectual Property Big Data Lab of Tongji University analyzed the historical experience and research ideas of intellectual property statistics in promoting economic and social development. Lab researcher and Associate Professor Dang Jianwei discussed the definition, identification, data source and international comparison of high-value patents. Lab researcher and Assistant Professor Liu Xia introduced the EU's experience in conducting patent value investigation and research and how the European patent value investigation affects regional economic policies.
Finally, the worker in charge of the statistical work of the Strategic Planning Department of the National Intellectual Property Administration summarized the training and hoped the trainees to accurately grasp the policy guidance of the national intellectual property statistics work, flexibly apply scientific statistical methods to intellectual property statistical work, and continuously promote national intellectual property rights.
