On September 11, a working conference on the Fall Semester 2020 was held at the Siping Campus of Tongji University (Tongji). Tongji Deputy Secretary of the Party Committee FANG Shouen presided over the conference and delivered his speech. Tongji President CHEN Jie arranged key tasks for the new semester. Attending the conference were school leadership members that included: members of the Standing Committee of the Party Committee; the Assistant to the President; members of the “Two Committees,” and the leading representatives of all primary organizations and functional departments.  Deputy Secretary FANG pointed out that we are faced with historic opportunities of further growth. The Tongji students and faculty members should make combined efforts to work harder in proactive approaches and full preparation to push the University towards a new era. All departments and organizations should conscientiously communicate and implement the key tasks of the new semester deployed by President CHEN Jie. We should focus on reform, development, and implementation to further promote various tasks.

FANG Shouen emphasized four areas of the key tasks. First, deepen inspections and rectification. All departments and organizations should carefully study the latest spirit of the CCCPC and high-level organizations on the comprehensive and strict governance of the Party, especially with regard to inspections and rectification. Following the new situation and requirements of Party building in the universities, we should comprehensively inventory the work to be rectified, re-examine its effectiveness to check omissions, and improve quality.

Second, strengthen the system and capacity of governance. It is necessary to clearly convey the spirit of the seminar on the comprehensive management ability of middle-level leaders held at the end of last semester. Transform the problems we have discovered and thought about, turning problems into solutions to build long-term mechanisms and related results. Also, we should leverage the effort made in the "14th Five-Year Plan" for a better governance capacity and system.

Third, taking the opportunity to summarize the experience of building the model university of national Party building and the pilot university of the national “Three Aspects of Education” comprehensive reform, we should improve Party building and the ideological work mechanism comprehensively. It is necessary to coordinate the resources and strengths of the whole University, further study cases, improve measures, enhance quality, and summarize experiences to ensure our work reflects fully the characteristics of Tongji, and also reflect the value of radiating demonstration. This will accumulate more practical cases, modes of experience, and theoretical progress for the construction of world-class universities with Chinese characteristics.

Fourth, create comprehensive plans for pandemic prevention and reform work. We must be cautious to carry out regular pandemic prevention and control for a safe university from the beginning to the end, to include keeping an eye on key points such as school doors, classrooms, canteens, dormitories, and libraries. Moreover, we should continue studying and promoting the great spirit and experiences of fighting the COVID-19 pandemic, and incorporate them into the ongoing "Four History" education. While strengthening pandemic prevention and control, Tongji will adopt a holistic approach to promote reform and development, and complete all building tasks of high quality and standards.

President CHEN focused on the deployment of seven key tasks in the new semester. First, take further steps to consolidate and improve campus pandemic prevention and control. We should adhere to the balance of regularly targeted prevention and control and related specific emergency responses, securing the hard-won results of pandemic prevention and control.

Second, enhance the top-level design and plan the blueprint scientifically for Tongji’s future development. It is necessary to step up the implementation of the "14th Five-Year Plan," plan a new round of "double first-class" construction, make preparations for subject evaluations to promote subject adjustments, and build a good environment for subject development.

Third, deepen the integrated management of the undergraduate and graduate students for a better talent training system. It is necessary to deepen the college reform for freshman, promote the plan for strengthening basic discipline, and complete the top-level design in accordance with Tongji’s "14th Five-Year Plan."

Fourth, strengthen our classified evaluation management and improve the talent teambuilding system. It is necessary to deepen the two-level system for talents between the University and Colleges, the reform of the long-term employment system, and the employment mechanism with multiple modes to expand the academic influence of teachers.

Fifth, redesign the scientific research system to meet the urgent needs of the basic subjects. It is necessary to make a comprehensive conclusion of the scientific researches during the "13th Five-Year Plan," design the Tongji scientific research during the "14th Five-Year Plan," cultivate and strive for new scientific research platforms actively, and further highlight active and full chain service in scientific research management.

Sixth, deploy a development plan with“one body and two wings”, and restructure the international cooperation system. To make the international base better, we should give full focus to the high-level platform with core strengths and wide influence to serve the international schooling in our professional colleges.

Seventh, promote fully the modernization of the governance system and capability of Tongji. We should pay close attention to upgrade our management and service, accomplish steady relocation of the School of Medicine, reinforce the information system of the integrated teaching management continuously for the undergraduate and graduate students, and implement comprehensive logistics reform.

President CHEN said that we should integrate the anti-pandemic spirit with the Tongji spirit, and then drive the school to be a world-class university. Under the strong leadership of the Tongji Party Committee and the joint efforts of various functional departments, college heads, and the majority of our faculty members, we are certain to accomplish the tasks this year and move Tongji forward to becoming a first-class university.
