Tongji Participated in Compiling Green Development:Institutional Mechanism and Policies

In August 2015, Sustainable Development and New Urbanization Think Tank of Tongji University alongside with the State Development Research Center releasedGreen Development: Institutional Mechanism and Policieswith the objective of “promoting the construction of high-end think tankand leading China’s economic new normal”. Members of the group include Prof. Zhang Yalei, deputy managing director of sustainable development and new urbanization think-tank of Tongji University, Wang Qian, distinguished researcher of the Think-tank, Qin Tongdi, research assistant of the Think Tank, and Guo Meiting from the School of Environmental Science and Engineering of Tongji University.

According to theOpinions onStrengthening the Construction of New Think Tank with Chinese Characteristicsissued by General Office of the CPC and the State Council, Tongji University actively carried out the construction of sustainable development and new urbanization think tank to further implement the spirit of the 18th NPC, the Third Plenum of the 18th CPC Central Committee and the Fourth Plenum of the 18th CPC Central Committee. The think tank fully embodies the characteristics of Tongji University and is an important reform initiative of liberal construction of Tongji University. It will lead the developing direction of social science and promote the advancement of interdisciplinarity at Tongji University.

President Xi Jingping made important instructions on the report of the construction of think-tank in April 2013 and January 2014. After that,Opinions on Strengthening the Construction of New Think-tank with Chinese Characteristicsreleased by General Office and General Office of the State Council listed the Development Research Center of the State Council (DRC) as the first national high-end think tank construction pilot unit as well as the policy research institution affiliated to the Communist Party and government, assuming the responsibility of contacting and coordinating think tank in January of this year. In 2014, the central government put forward the important statement that China’s economy had entered a phase of “new normal”.

The sustainable development and new urbanization think tank of Tongji University takes the opportunity working with the first national high-end think tank construction pilot unit of DRC to make joint efforts to exploit institutional mechanisms of green development and carry forward policy research projects. The two sides are mainly responsible for the chapter of “Shanghai Innovation and Practice of Institutional Mechanism of Green Development” which covers the research areas of low-carbon city, distributed Energy Internet access, layout of the carbon market, classification and recycling of garbage in Shanghai,terraced utilization of water resources, new energy vehicles, air pollution prevention, transfer and upgrading of industrial district of high consumption, and private car license plate auction system. All the research areas above are expected to combine the actual cases in Shanghai to make contribution to the establishment of institutional mechanism and policies on green development.
