A Team from Tongji Makes an Overall Plan for Qilian Yu of Sansha City

According to the School of Architecture and Urban Planning, Tongji University, the team led by Prof. PENG Zhenwei has basically completed the task of designing the “Overall Plan of Qilian Yu, Sansha City (2014-2030) and Regulatory Plan and Urban Plan of the Key Islands.” Once accepted, the plan will provide an important basis for the future development of Qilian Yu. It will also set an example for the exploitation of other islands in the South China Sea.

When President XI Jinping visited ASEAN Countries in 2013, he noted that China is willing to strengthen the maritime cooperation with ASEAN Countries and together build a Maritime Silk Road in 21stCentury. This international regional cooperation strategy is the mainstay of the future development and exploitation of the South China Sea, and provides a significant opportunity for the development of Sansha City, the strategic key area in the Maritime Silk Road. “It’s our honor to respond to the national strategy of building the Maritime Silk Road and to take part in the implementation of the strategy of ‘One Belt and One Road’. We will do our best in serving society and meeting the requirements of the country.” said Professor Peng.

Upon the approval of the State Council, Sansha City of Hainan Province was established in June, 2012. The establishment of Sansha City safeguards China’s sovereignty and territorial integrity and raises new requirements for the development and exploitation of the islands in the South China Sea. The maritime area of Sansha is about two million km2, with islands of Xisha, Nansha and Zhongsha and the waters off them under its jurisdiction. Yongxing Island of Xisha Islands is the seat of the government of Sansha City, and undertakes the functions of the centers of administration and regional service in Sansha. As a part of Xisha islands, Qilian Yu is only one-hour sail from Yongxing Island. The planning and construction of it takes on a more important meaning relating to China’s national strategy.
