Recently, the World Resources Forum (WRF), initiated by worldly-known Think-Tanks such as Rome Club, 10-multiple club and some important Swiss scientific research institutes, will be held in Davos Switzerland in 2009, which is as meaningful as World Economics Forum (WEF). WRF will draft and pass a manifesto of world resources looking into the year of 2050, propose to set up World Resources Organization (WRO) like WTO, and appeal to statesmen, heads of enterprises and society to start an activity concerning the change of social economic patterns. Zhu Dajian, director of Department of Public management in School of Economics and Management of Tongji University and head of the Institute of sustainable development and management of Tongji University, was recommended and occupied an expert in the experts committee of WRF. A few days ago, Prof. Zhu Dajian attended the first meeting of the experts committee in St. Gallen Switzerland and offered his research team’s two research achievements: "Plan C: China’s Development under the Scarcity of Natural Capital” and "The Contribution of Economic Growth to Welfare in China from 1980 to 2005”. They, based on the present background of world environment and development and China’s development situation in the year of 2020, put forward some proposals valuable to the draft of the in-process manifesto of world sources and agenda of WRF
