Recently, the Ministry of Human Resources and Social Security (MOHRSS) and the Ministry of Industry and Information Technology (MIIT) jointly promulgated the National Occupational Skill Standards (NOSSs) for Intelligent Manufacturing Technicians, Blockchain Engineers and Big Data Engineers. It is the first time that efforts have been made at the national level to standardize and guide the training and evaluation system for new professions, offering a benchmark for the development of standards for other engineering technicians. CHEN Ming, professor from the School of Mechanical Engineering of Tongji serves as the leader of the preparation team of the NOSS for Intelligent Manufacturing Technicians. MA Xiaofeng, director of Tongji Blockchain Research Institute, is a lead writer for the NOSS for Blockchain Engineers.

As in-depth integration of various industrial enterprises with new technologies such as intelligent manufacturing, big data and blockchain is gaining momentum, traditional industries have become ever increasingly advanced, intelligent and digitalized, giving rise to a number of emerging industrial growth engines and professions such as intelligent manufacturing technicians, blockchain engineers and big data engineers.
The NOSS for Intelligent Manufacturing Technicians is prepared under the leadership of the Chinese Mechanical Engineering Society (CMES) with academician ZHOU Ji, former president of the Chinese Academy of Engineering (CAE) and honorary chairman of CMES, as the director of the steering committee. The Standards are drafted by 48 well-known experts from prestigious universities, research institutes and enterprises represented by Tongji University, Xi'an Jiaotong University, Beijing Research Institute of Automation for Machinery Industry (RIAMB), China Electronic Technology Group Corporation (CETC) and Shanghai Cps-solution Co., Ltd. The implementation of the NOSS provides extensive talent development support to enterprises for digital transformation, marking another solid step forward in China's manufacturing power strategy with intelligent manufacturing at its core.
The NOSS for Blockchain Engineers is developed under the guidance of the Chinese Institute of Electronics (CIE) with academician CHAI Hongfeng of CAE as the team leader. The standards are drawn up by 36 leading experts from pre-eminent universities, enterprises and research institutes such as Tongji University, Fudan University, Nanjing University, Beihang University, University of Science and Technology Beijing, Shanghai University of Finance and Economics, China Electronics Standardization Institute, China Academy of Information and Communication Technology, China UnionPay Electronic Payment Research Institute, China Sate Construction Infrastructure Co., Ltd., Bank of Communications, COSCO Shipping Technology Co., Ltd. and Guotai Junan Securities. The standards apply to the regulation of practices by blockchain engineers and technicians, designed to improve the qualities and skills of practitioners and thus lay out a solid foundation for China to nurture blockchain professional and technical talents.
