On February 10, Tongji University and Fengxian District People's Government of Shanghai signed a framework agreement for strategic cooperation in accelerating the development of Fengxian New City. According to the agreement, the two parties will give full play to their respective strengths, put in practice the key concept of “a city built by the people and for the people”, and work together to build an independent and comprehensive nodal city with a population of more than one million. It will aim to boost the quality of regional development and build a world-class university with Chinese characteristics.
The signing ceremony was held in Fengxian District. ZHUANG Mudi, Party secretary of Fengxian and Tongji’s Party secretary FANG Shouen attended the ceremony and delivered speeches. YUAN Quan, Deputy Party Secretary and Acting District Chief Executive Officer of Fengxian, presided over the signing ceremony, which was also attended by Fengxian Deputy Party Secretary LUO Dajin, Fengxian Party Standing Committee member and Organization Department minister WEI Ming, Fengxian Party Standing Committee member and Deputy District Chief Executive Officer LIAN Zhenghua, Fengxian Deputy District Chief Executive Officers GU Dai and LV Jiang as well as Tongji’s President CHEN Jie, Vice President LV Peiming, Vice Secretary PENG Zhenwei, Vice Presidents TONG Xiaohua and HUANG Xiangfeng and the President Assistant LIU Run. In his speech, ZHUANG Mudi expressed his heartfelt gratitude to Tongji for its long-term contributions to Fengxian district’s economic and social development. He observed that at present, the district party committee and government are actively planning and promoting the construction of Fengxian New City, which is one of the “Five New Cities” in Shanghai. The construction of new cities should focus on the “new”, which means not only innovating concepts on institutional mechanisms, but also foreseeing the “unseen” future within the mindset of “today I look at the world, and tomorrow the world looks at me”. It is also hoped that Tongji will fully leverage its disciplines and talents to help improve the development of Fengxian New City and explore a new model for town planning, so as to reveal the particular characteristics developed in Fengxian. This would provide a strong intellectual base and support for the development of the "three micros" (micro space, micro infrastructure and micro function).

FANG Shouen gratefully acknowledged the long-standing care, support and assistance that Tongji has received from Fengxian District. He pointed out that Fengxian enjoys a long history of humanities and is currently showing a strong momentum for sustainable and innovative development. In recent years, Tongji has witnessed rapid growth in all its undertakings, fully demonstrating that "the city breeds the university, and the university nourishes the city". It is indeed a great pleasure for Tongji to participate in the construction of Fengxian New City with Fengxian District Government in accordance with the requirements of the Shanghai Municipal CPC Committee and the Municipal Government. In addition, he shared three viewpoints on how to strengthen the strategic cooperation between districts and schools: first, to further deepen the understanding of the development strategy of district-school cooperation; second, to coordinate and implement all the work in the agreement; third, to drive innovation and strive to form a new paradigm of district-school cooperation.

According to the cooperation agreement, the two parties will focus on reinforcing collaboration in improving the development quality of Fengxian New City, advancing sci-tech and industrial innovation and cultivating high-quality talents to build Fengxian into a city of innovation, digitalization, consumption, culture and creativity. Cooperation between the two parties will include studying and formulating a design plan of Fengxian New City, planning and developing key areas, accelerating the digital transformation of Fengxian, fostering innovative industrial clusters and establishing a platform for sci-tech innovation. This will also involve expanding the space of and building a platform for talent cultivation and strengthening human resources. The signing ceremony was also attended by the heads of many organizations, namely Fengxian District Party Committee Office, District Government Office, Organization Department, Research Office, Science and Technology Commission, Human Resources and Social Security Bureau, Urban Planning and Natural Resources Bureau, and Fengxian New City Company. The leaders from Tongji Party Committee Office, the President's Office, Shanghai Research Institute for Intelligent Autonomous Systems, Tongji Innovation & Entrepreneurship Holdings Limited and Shanghai Tongji Urban Planning & Design Institute Co., Ltd also attended the ceremony.
Before the signing ceremony, FANG Shouen and CHEN Jie, accompanied by leaders of Fengxian District Party Committee and Government, visited Nine Tree Future Art Center and Fengxian Planning & Resources Exhibition Hall to learn about the planning and development of Fengxian New City.
