Under the guidance of the Department of Science, Technology and Informatization of the Ministry of Education of the People’s Republic of China (PRC), the First Annual Meeting of Intellectual Property Rights of Universities, organized by the Ministry of Education, Science and Technology Development Center and hosted by Tongji University, was held on July 15–16. Participants of this meeting included GAO Runsheng from the Department of Science, Technology and Informatization of the Ministry of Education, LUO Fangshu, Director of the Ministry of Education, Science and Technology Development Center, JIANG Hong from Shanghai Municipal Education Commission, LEI Xinghui and TONG Xiaohua, vice presidents of Tongji University, and more than 350 representatives from hundreds of universities across China.
This meeting themed "Accelerating the High-quality Development of Intellectual Property Rights of Universities" was aimed at discussing the development trend of intellectual property rights (IPRs) of universities in the 14th Five-Year Plan Period and further promoting the implementation of the Opinions on Improving the Quality of Patents in Universities and Promoting the Transformation and Application of Patents.

At the opening ceremony, GAO Runsheng, LUO Fangshu, JIANG Hong and LEI Xinghui delivered speeches respectively.
GAO Runsheng said that to protect IPRs is to protect innovation. The transformations of China from a big country of introducing IPRs to a big country of creating IPRs, and from pursuing IPRs quantity to improving quality, all required universities to deliver a constant stream of new IPRs. To accelerate efforts in achieving sci-tech self-reliance and self-strengthening at higher levels, stronger support from IPRs is urgently needed.

LUO Fangxu indicated that the Science and Technology Development Center made every effort to build a platform in industry-university-research cooperation, promote collaborative innovation, actively explore new methods of talent evaluation, and provide third-party evaluation services.

JIANG Hong stated that in recent years, Shanghai had continued to intensify efforts to promote the return of patents to their value origin, unlock the first-class original innovation capacity of universities, propel the demand-oriented introduction, and cultivate professional service institutions and teams, to build an IPR system adapting to high-quality development in the new era.

LEI Xinghui addressed that in recent years, Tongji University had steadily improved the building of the policy system, strengthened the organized transformation and application of scientific and technological achievements, and built a technology transfer service network. In the future, the university would make continuous efforts in the field of scientific and technological achievements and IPRs to make contributions to the high-quality development of the country.

During the two-day meeting, more than 10 experts and scholars were invited to deliver speeches, including MU Rongping, Director of the Center for Innovation and Development of the Chinese Academy of Sciences, JIN Sun, President of the Advanced Industrial Technology Research Institute of Shanghai Jiao Tong University, YU Xiang, President of the Sino-European Institute for Intellectual Property of Huazhong University of Science and Technology, XIAO Huwei, Secretary-General of Shanghai Society for Scientific and Technical Information, and LIU Yang, Deputy Director of the Intellectual Property Department of ZTE Corporation.
At the meeting, LIN Ye, Deputy Director of Achievement Patent Division of the Ministry of Education, Science and Technology Development Center, made a presentation on pre-application evaluation of university patents, WANG Qinli, Deputy Director of Research and Development Division, delivered a keynote speech on patent quality analysis of universities under the construction of "first-class universities", JIN Tongtong, Senior Project Director of Industry-University-Research Cooperation Division, gave a lecture on industry-university-research cooperation and transformation of scientific and technological achievements, and LIU Shuang, Senior Project Director of Achievement Patent Division, delivered a keynote lecture on efficient patent asset management.
TONG Xiaohua made a report entitled Building an Intellectual Property Right Ecosystem to Promote the Transformation and Application of High-Quality Achievements. According to TONG, in recent years, Tongji University had initially built up an IPR ecosystem, integrating the creation, protection, management and application of IPRs with talent training, scientific research, social services and international exchange. Next, the university would further improve the multi-dimensional evaluation system of scientific and technological achievements; perfect the funding and cultivation system of scientific and technological achievements, and establish a funding gradient system; build a platform for the active and professional transformation of achievements to help the precise transformation.

The delegates also exchanged ideas in terms of improving the whole process management system of IPRs in universities, and implementing pre-application evaluation of patents, ownership and cost-sharing mechanism of service inventions, and cultivation, transformation & application of high-value patents.
