On the morning of December 8th, the 2022 Shanghai International Public Relations Forum (SIPRF) was held online and offline. The forum themed "Double Carbon Strategy and Green Development was jointly organized by Shanghai Public Relations Association, Fudan University, Shanghai JiaoTong University, and Tongji University.
Present at the forum were member of the Standing Committee of Shanghai Party Committee and executive vice mayor WU Qing, member of the Standing Committee of Shanghai Party Committee and Head of the United Front Work Department CHEN Tong, deputy director of the Standing Committee of the Shanghai People's Congress XIAO Guiyu, Vice Chairman of CPPCC HUANG Zhen, President of Shanghai Public Relations Association (SPRA)SHA Hailin, Honorary President of SPRA HU Wei, Party Secretary of Fudan University JIAO Yang, Party Secretary of Tongji University FANG Shouen, Executive Deputy Secretary of Shanghai Jiaotong University GU Feng, experts and entrepreneurs, and consul generals, consuls in Shanghai from nearly 30 countries. WU Qing, JIAO Yang, FANG Shouen, and GU Feng delivered speeches on behalf of the organizers. SHA Hailin presiding over the opening ceremony.
FANG Shouen remarked that first-class universities should lead society. In recent years, Tongji University has grasped the development trend of higher education, focused on the national strategic needs, and promoted interdisciplinary and innovative cooperation in the fields of green, low carbon, and sustainable development, with fruitful results. The forum is meant to study and implement the spirit of the 20th National Congress of the Communist Party of China and promote the development of a beautiful China. It is also a vivid manifestation of the courage of public relations associations and universities to undertake social responsibilities.
In the afternoon, the 2022 SIPRF Tongji Session with the theme of "Double Carbon: Green Urban and Rural Development" was held in the Architectural Design and Research Institute of Tongji University. The forum organized by Shanghai Public Relations Association and Tongji University was hosted by Tongji University's Yangtze River Delta Sustainable Development Research Institute, Shanghai New Town Construction Research Center, and UNEP-Tongji Institute of Environment for Sustainable Development.
President SHA Hailin, Tongji’s Party secretary and co-chairman of the session FANG Shouen, and Director of Shanghai Housing and Urban-Rural Construction Management Committee YAO Kai attended the session and delivered speeches. More than ten experts and scholars from the "double carbon" field gave keynote speeches and held round-table exchanges respectively. Former executive vice president of Tongji University WU Jiang made concluding remarks. Vice party secretary of Tongji University PENG Zhenwei presided over the session.
SHA Hailin said that achieving the goal of "double carbon" is an extensive and profound change. Tongji University held a session on the theme of "Double Carbon: Green Urban and Rural Development", focusing on the key tasks of urban and rural construction, transportation, and circular economy for the national "Double Carbon" strategy. This reflects Tongji University's understanding, forward-looking thinking, and action on the national strategy.
FANG Shouen said that promoting green and low-carbon economic and social development is a crucial step to achieving high-quality development. The 20th National Congress of the Communist Party of China made important arrangements for comprehensively promoting rural revitalization and promoting regional coordinated development. Tongji University has resonated with the national urban and rural construction and Shanghai urban development in the course of its development for more than 100 years. It is of important theoretical and practical significance for participants at the session to explore the proposition of green urban and rural development for the goal of "double carbon".

YAOKai said that how to further promote the green development of urban and rural construction and build a resident-friendly, resilient and smart city needs to be discussed by experts and scholars from all fields of society. The Shanghai Commission of Housing and Urban-Rural Development will further promote new technologies, new processes, and new materials, and make great strides in green, low-carbon, technology-empowering, and people-oriented high-quality development. It is hoped that the experts and scholars at the session will share international and domestic innovative ideas and provide stronger support for the Shanghai model of green and low-carbon development.
Senior Policy Adviser of the World Agroforestry Center (Nairobi) Peter T Gilruth, Professor ZHU Dajian from Tongji University's School of Economics and Management, deputy director of the Shanghai Municipal Development and Reform Commission and deputy director of the Executive Committee of the Yangtze River Delta Ecological Green Integration Development Demonstration Zone ZHANG Zhongwei, vice president of the Planning and Research Institute of the Ministry of Transport XU Honglei gave speeches on the concept, cooperation and action of "double carbon" strategy and green development, inverted U-shaped transformation and green innovation for double carbon, exploration and practice of green and low-carbon development in integrated demonstration areas, challenges and paths of green and low-carbon development in transportation.
Academician TAO Wenquan, Academician XIAO Xuwen, national master of engineering survey and design LI Xiaojiang, and president of Shanghai Institute of Urban and Rural Construction and Transportation Development XUE Meigen exchanged ideas and explored further the changes of urban and rural construction under the goal of "double carbon", the significance of energy storage for "double carbon", emission reduction in construction, transportation, and sustainable design. Professor ZHU Dajian chaired the roundtable dialogues.
